EACC Arrests Nyamira County Assembly Finance Director Over KSh30.2 Million Tender Irregularities

The Ethics and Anti-Corruption Commission (EACC) has arrested the Deputy Clerk and Director of Finance and Accounts at the Nyamira County Assembly, Leonard Kevin Nyamasege, over alleged procurement irregularities linked to the construction of an office block at the county assembly.

According to the Commission, investigations revealed that a tender for the project was irregularly awarded to Jetta Builders Ltd despite the company not being the lowest evaluated bidder.

EACC says the unlawful award resulted in an undue financial benefit of KSh30,187,396 to the contractor.

“The arrest follows investigations into the alleged irregular award of tender to Jetta Builders Ltd despite the company not being the lowest evaluated bidder. Investigations established that the unlawful award conferred an undue financial benefit of 𝗞𝗲𝘀𝟯𝟬,𝟭𝟴𝟳,𝟯𝟵𝟲 to the contractor,” EACC said in a statement.

Following the completion of investigations, the Commission forwarded the case file to the Director of Public Prosecutions (DPP), who approved the prosecution of Nyamasege and five other suspects.

The accused are expected to face several charges, including abuse of office, willful failure to comply with the law relating to the management of public funds, and negligence of official duty.

Nyamasege was arrested on Monday and arraigned before Principal Magistrate Christabel Agutu at the Nyamira Law Courts. However, plea-taking was deferred after his lawyer informed the court that the High Court in Kisumu had issued orders staying his arrest and arraignment pending the hearing and determination of a petition filed by the suspect.

The court heard that the orders had not been served on the EACC at the time of the arrest. The matter has been scheduled for mention on July 28, 2026, for further directions.

The latest arrest follows the apprehension of Nyamira County Assembly Clerk Duke Simeon Onyari on June 3, 2026, in connection with the same investigation. EACC said it is actively pursuing the remaining suspects named in the case.

The anti-graft agency reiterated its commitment to protecting public resources and ensuring that individuals implicated in corruption and economic crimes are held accountable.
