Nairobi Governor Johnson Sakaja has announced the immediate reassignment of five County Chief Officers in a move expected to enhance efficiency and service delivery across the county administration.

The changes were made through a public notice issued on Friday April 24, 2026, in accordance with Section 45(5) of the County Government Act 2012.
Governor Sakaja moved Dr Machel Waikenda, who has been serving as the Chief Officer for Mobility and Acting Chief Officer for ICT Infrastructure to Lands and Ag. Mobility.
Cecilia Koigu moves from the Lands sector, and will replace Dr. Waikenda as the new Chief Officer for ICT Infrastructure. She is among the 33 Chief Officers nominated by Governor Sakaja in December 2022.
Sakaja also made a new appointment to the County Executive, bringing in Engineer Bob Ariemba to head the Works department.
The Nairobi governor also transferred Dr Irene Muchoki from Medical Services to Gender and Inclusivity. Dr Muchoki is among the longest-serving CECs in his administration.
Mariam Dubow Dahir has been transferred from the Gender and Inclusivity department to the Medical Services docket, effectively exchanging roles with Dr Muchoki as part of the latest county government changes.
The latest reshuffle comes less than a year after Governor Sakaja undertook a similar exercise on November 18, 2025, which impacted seven of the county’s 10 top-tier ministers.
Among the notable changes was the reassignment of Geoffrey Mosiria from the Environment department to the Citizen Engagement and Customer Service docket.
Mosiria had been vocal on matters relating to garbage disposal and noise pollution within the city, frequently raising concerns about environmental cleanliness and public nuisance.
