Three Public Officials Arrested Over Alleged Use of Forged Academic Certificates in Employment Scam

Three officials attached to public institutions have been arrested by the Ethics and Anti-Corruption Commission over allegations of using forged academic certificates to obtain employment.

The suspects include two employees of Nairobi City Water and Sewerage Company, Joshua Attuah Omia and Thomas Mbonje Bandari, as well as Silas Musasa Masambu, an official from Kaimosi Friends University.

According to EACC, Omia and Bandari were arrested on Monday before being presented before the Milimani Anti-Corruption Court.

Investigators allege that the two forged Kenya Certificate of Secondary Education (KCSE) certificates and presented them as authentic documents purportedly issued by the Kenya National Examinations Council in order to secure jobs at the water company.

The Office of the Director of Public Prosecutions later approved charges against the pair, including forgery, uttering a false document and fraudulent acquisition of public property.

EACC further stated that the two allegedly acquired Ksh.5,909,037.10 and Ksh.9,485,177.96, respectively, in salaries paid by Nairobi City Water and Sewerage Company.

The accused denied the charges before the court and were each released on a cash bail of Ksh.300,000 or an alternative bond of Ksh.1 million with a surety of a similar amount.

The matter will be mentioned on May 26, 2026, for further directions. In a separate case, EACC said Masambu is accused of using forged academic documents to gain employment at Kaimosi Friends University.

The commission alleges that he presented a diploma certificate purportedly from Kenya College of Commerce and a Bachelor of Business Administration degree purportedly from Zetech University.

Masambu was arrested at his home in Cheptulu, Vihiga County, and later processed at Kakamega Police Station ahead of his planned arraignment at the Kakamega Law Courts on May 13, 2026.

He is facing charges of forgery, uttering a false document and fraudulent acquisition of public property amounting to Ksh.2,511,672, which investigators claim was received as salary from Kaimosi Friends University.
