President Ruto signs key Bills into law to boost governance, transparency, and service delivery

President William Ruto on Friday November 21, 2025, assented to four bills of the National Assembly, in a ceremony held at Statehouse, Nairobi.

According to President Ruto, the bills, which now form part of the laws of Kenya, will reinforce the government’s commitment to sound governance, transparency, and effective service delivery.

The four bills include; The County Governments Additional Allocations Bill, 2025, the Capital Markets (Amendment) Bill, 2025, the Provisional Collection of Taxes and Duties (Repeal) Bill, 2025, and the Government-Owned Enterprises Bill, 2025.

The County Government Additional Allocations Bill aims to increase financial allocation to the devolved units. Ruto stated that the act provides an extra Ksh70.6 billion to counties in the 2025/2026 financial year, with Ksh9.98 billion of the amounts being directed towards the settlement of salary arrears for doctors and Community Health Promoters, as well as the completion of County Aggregation and Industrial Parks.

The Capital Markets (Amendment) Act modernises the regulatory framework for Kenya’ capital markets, and also eliminating rigid ownership limits to attract more investments.

The Provisional Collection of Taxes and Duties (Repeal) Act ensures that taxes are imposed through properly enacted laws. The law promotes greater certainty, transparency, and fairness in how taxes and duties are introduced.

1929 statute had previously allowed parliament to introduce taxes before full legislation was enacted. However, the courts declared the provision unconstitutional in 2018.

The Government-Owned Enterprises Act aims at introducing practices in the management of State corporations. The law will mandate the appointment of independent board members through a transparent and competitive process, to strengthen accountability.

Leaders who witnessed the assent ceremony include National Assembly Speaker Moses Wetangula, Attorney General Dorcas Oduor, Treasury Cabinet Secretary John Mbadi, Majority Leader Kimani Ichungwah, Narok Senator Ledama Ole Kina, Nakuru Senator Tabitha Karanja, and Suba North MP Millie Odhiambo.
