The Independent Electoral and Boundaries Commission (IEBC) led by Chairperson Erastus Ethekon on Wednesday November 19, received the first batch of 10 pallets containing ballot papers and statutory forms for the upcoming 27th November 2025 by elections.

In a statement issued after the exercise at the Jomo Kenyatta International Airport (JKIA), attended by 51 participating political parties, IEBC announced that the final batch consisting of 29 pallets is expected to arrive in the country today, at 1930hrs.
IEBC also stated that the dispatch of the ballot papers will commence on Friday 21st November 2025 ahead of the next week’s by-elections.
“The final batch of 29 pallets will be arriving tomorrow evening at 1930hrs. Dispatch of the materials, including ballot papers will begin on Friday 21st November 2025,” IEBC statement read.
The Commission noted that ballot papers to far flung areas including Banisa and Mandera will be airlifted due to security reasons and distance.
IEBC says it printed ballot papers at Inform Lykos (Hellas) SA in Athens, Greece, at a cost of Ksh 27 million.
The electoral agency will conduct by-elections for one Senate seat, six National Assembly positions and 16 Members of County Assemblies.
Vacant areas include Baringo Senate, National Assembly seats in Ugenya, Kasipul, Malava, Magarini, Banissa, Mbeere North.
The 17 ward-level seats fall across various counties, including Samburu, Nandi, Tana River, Garissa, Nairobi City, Kakamega, Elgeyo Marakwet, Machakos, Narok, Kajiado, Uasin Gishu, Nyamira, and Turkana counties.
IEBC also assured the country that it is committed to delivering free, fair and credible elections.
The Ethekon led Commission finalised the registration of 181 candidates to contest in the 24 electoral areas on 20th October 2025.
Out of the 24 areas, Nairobi County’s Kariobangi North County Assembly Ward within Embakasi North Constituency and Chewani ward in Galole Constituency of Tana River County, have the highest number of candidates while Moiben’s Tembelio Ward has only one candidate.
The campaigns shall end on Monday 24th November 2025, 48 hours before the by-election day.
