KMTC Accountant Arrested Over Alleged Fake KCSE Certificate Scam

The Ethics and Anti-Corruption Commission (EACC) has arrested Mr. Cyrus Oigoro Miencha, an accountant at the Kenya Medical Training College (KMTC), over allegations that he used a forged KCSE certificate to gain admission to Kisii University.

According to EACC investigations, the suspect attained a mean grade of C- in his KCSE examinations but allegedly altered the result to a C+ in a falsified certificate.

He is said to have used the forged document to secure admission to Kisii University, where he pursued a Bachelor of Commerce degree.

The Commission further established that after graduating, the suspect used the degree certificate obtained through the alleged fraud to seek promotion within KMTC.

Following completion of investigations, the EACC forwarded the case file to the Director of Public Prosecutions (DPP), who approved criminal charges against him.

The suspect was arraigned before the Kisii Anti-Corruption Court, where he faced charges including forgery, uttering a false document, and fraudulent acquisition of public property amounting to KSh 3,965,292.30, representing salaries earned during his employment.

He denied all charges and was released on a cash bail of KSh 200,000 or a bond of KSh 500,000 with a surety of a similar amount. The case will be mentioned on June 15, 2026, for pre-trial directions.

The EACC said it will also pursue civil proceedings to recover salaries and benefits allegedly obtained through fraudulent academic qualifications.

The Commission reaffirmed its commitment to combating fraud in the public service and urged members of the public to report suspected cases involving forged academic certificates.
