President William Ruto has appointed Charles Owino Wahong’o as the new Government Spokesperson, replacing Isaac Mwaura who has been redeployed to head the Office of Diversity, Inclusion and Disability Rights at the Executive Office of the President.
The changes, announced by Chief of Staff and Head of Public Service Felix Koskei on Tuesday, July 21, 2026, follow approval by the Public Service Commission for promotions and redeployments among senior ranks in the Executive.
“HIS EXCELLENCY THE PRESIDENT has today made nominations to various Constitutional Commissions and Statutory/Intergovernmental Relations Bodies to fill vacancies that arose earlier in the year,” Felix Koskei stated.
“ADDITIONALLY, THE PUBLIC SERVICE COMMISSION has approved promotions and redeployments within the senior ranks of the Executive.”
Owino, a former police spokesperson, has been moved from the Ministry of Information, Communications and the Digital Economy, where he served as acting Head of Government Communications, to take up the role of Government Spokesperson.
The reshuffle also includes presidential nominations to key constitutional commissions and statutory bodies, with Dr Duncan Ojwang Oburu nominated as Chairperson of the Independent Policing Oversight Authority (IPOA).
Former Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion and Ms Antonina Lentoijoni have been nominated as members of the Teachers Service Commission (TSC), while Ms Flora Mutua has been nominated to the Public Service Commission (PSC).
The President also nominated seven individuals to the Intergovernmental Relations Technical Committee (IGRTC), subject to ratification by the National and County Government Co-ordinating Summit.
They include Wilson Kuria Thuita (Murang’a), Silvya C. Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang’enoi Kimiriri (Laikipia), Ken Riaga (Migori), Evalyn Chepkirui Aruasa (Nakuru), and Mary Nanjala Kilobi (Nairobi).
The nominations have been forwarded to Parliament for consideration and approval as required by law.
