Four suspects have been arrested by detectives from the Directorate of Criminal Investigations (DCI) Central, Nairobi, over an alleged employment fraud scheme in which unsuspecting job seekers were conned with false promises of securing positions in the National Intelligence Service (NIS).

The suspects, identified as Patrick Kibor, Moses Tarus Kibor, Humphrey Ngeiywo Kutuli, and Abraham Kimeli, were apprehended following investigations into a complaint filed by a victim who reportedly lost KSh600,000 after being promised an NIS job.
According to the DCI, the fraudsters allegedly convinced the victim that they had the ability to influence the recruitment process and secure her employment within the intelligence agency.
To make the deception appear genuine, they issued her with a fake NIS calling letter falsely indicating that she had been successfully recruited.
The forged document is believed to have been used to gain the victim’s trust and persuade her to part with the large sum of money.
Following the report, detectives launched investigations and, acting on actionable intelligence, tracked down and arrested the four suspects. During the operation, investigators found several documents suspected to be connected to the fraudulent recruitment scheme.
The recovered materials have been submitted for forensic examination to determine their authenticity and establish the full scope of the syndicate’s operations, including whether additional victims may have been targeted.
The suspects remain in police custody as detectives finalize investigations ahead of their arraignment in court.
The DCI has urged members of the public to remain vigilant against employment scams, emphasizing that recruitment into government institutions, including the National Intelligence Service, follows official procedures and does not require applicants to pay any fees at any stage of the process.
Authorities have further advised anyone approached with requests for money in exchange for employment opportunities to report the matter immediately to the nearest police station or DCI office.
