The National Transport and Safety Authority (NTSA) has revoked the Public Service Vehicle (PSV) operator licence of Nicco Movers 1 Sacco with immediate effect, citing grave safety failures uncovered during investigations into an incident that claimed the life of KMTC student Eugene Mutuku.

In a public notice issued on Friday, June 12, 2026, the Authority said a comprehensive assessment of the Sacco’s operations revealed serious lapses in safety management and compliance.
“As part of the ongoing investigation into the unfortunate incident that claimed the life of Eugene Mutuku, a KMTC student, the Authority conducted a thorough assessment of the operator’s safety practices and compliance status,” the notice stated.
According to NTSA, officials and management of the Sacco had effectively lost control over the operation of their fleet and had failed to institute adequate safety measures.
“In its findings, the Authority observed that the Sacco’s officials and management have lost control of the operation of their fleet, lack adequate safety protocols, and have not demonstrated any efforts to address major safety concerns,” NTSA said.
The Authority further warned that vehicles operating under the Sacco posed a risk to members of the public.
As a result, NTSA announced the immediate revocation of Nicco Movers 1 Sacco’s operator licence and ordered the cessation of all its operations.
“For these reasons, the Authority has resolved to revoke Nicco Movers 1 Sacco’s operator licence and to cease operation with immediate effect,” the notice read.
The regulator also directed law enforcement agencies to take action against any of the Sacco’s vehicles found operating despite the revocation.
“Law enforcement officers are required to impound any NICCO Movers 1 Sacco vehicles found operating contrary to the revocation,” NTSA directed.
The investigation stems from the tragic death of Eugene Mutuku, a 19-year-old Kenya Medical Training College (KMTC) student, on Friday, June 5, 2026, following an incident involving a Nicco Sacco matatu on Thika Road.
According to initial accounts and eyewitness reports, a fare-related disagreement escalated when the conductor and driver allegedly pushed Mutuku out of the moving vehicle along Thika Road; the matatu reportedly continued and ran over him before the crew fled the scene.
He was rushed to Kenyatta National Hospital (KNH), where he succumbed to severe multiple body injuries and internal bleeding.
