IEBC appoints Moses Ledama Sunkuli as acting CEO following Marjan’s resignation

The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli as the acting Chief Executive Officer (CEO), replacing Hussein Marjan who resigned two days ago.

In a statement issued on Thursday February 5, 2026, IEBC confirmed that Sunkuli will serve in two positions, including as the Commission’s Secretary, effective immediately.

The Commission noted that the decision follows the exit of its former CEO, Marjan Hussein Marjan and the leadership change at the top of its secretariat.

“The Independent Electoral and Boundaries Commission wishes to announce the appointment of Moses Ledama Sunkuli as the Acting Chief Executive Officer and Commission Secretary, effective immediately,” a statement from the IEBC read. 

Before his appointment, Moses Sunkuli served as the Commission Director of Electoral Operations. He is set to leverage his deep understanding of the electoral body in his new position as acting CEO.

However, Sunkuli’s appointment is temporary; he is expected to serve for six months as the Commission finalizes the recruitment of a substantive Chief Executive Officer.

“Sunkuli will serve in an acting capacity for a period of six (6) months or until the recruitment and appointment of a substantive Chief Executive Officer is finalised,” the IEBC statement read.

The Commission added that it “is committed to fast-tracking the recruitment of a substantive Chief Executive Officer/Commission Secretary and ensuring a seamless transition.”

IEBC further reaffirmed its commitment to prioritizing service delivery during the transition period, with much focus on “maintaining the highest standards of excellence in service delivery to the Kenyan people.”

Marjan stepped down from his role as CEO on February 3, 2026, before the end of his tenure, by mutual agreement to terminate his services. The Commission is now tasked with finding his replacement.

“This ends his tenure at the IEBC and marks the start of the process to recruit a new CEO and Secretary to the Commission. The IEBC will announce an interim replacement who will serve as Acting CEO/Secretary in due course,” read the statement by IEBC on Tuesday.

IEBC Chairperson Erastus Ethekon appreciated Marjan for his contribution to the Commission since his appointment in March 2022, and his leadership during a period when the Commission operated without fully constituted Commissioners until July 2025.

“We thank Mr. Marjan for his dedication and professional service to the IEBC and wish him well in his future endeavors,” Ethekon said.
