The Principal Secretary for the State Department for Immigration and Citizen Services Belio Kipsang’ has thrown his weight behind the government’s directive to have all school fees channeled through the e-citizen platform.

Speaking during an interview with a local television station, PS Kipsang’ reiterated that the system is the most convenient and transparent. He assured parents using the online platform that the money movement is transparent, denouncing any fears of irregularities.
“The system is the most convenient, transparent and accountable way that you can be able to get. Anybody who is associated with any of those payments will be able to see the movement of resources,” he said.
“The parent will be sure that my school fees have reached the school. The school will be sure that whatever was to be collected has been collected. It really improves on accountability, transparency and visibility,” he added.
He called on teachers to convince parents to adopt the new system maintaining that it is safe. “If I were a teacher in a school, I would be the first one to say this is the right direction,” he said.
Belio’s assertions come amid uproar from the public after the Auditor General reported a loss of about Ksh11 billion, from the government’s e-citizen platform since 2023.
While speaking before the National Assembly’s Public Accounts Committee on Thursday 7, August 2025, Treasury PS Dr. Chris Kiptoo alongside Dr. Belio Kipsang and ICT PS Eng. John Tanui, dismissed Nancy Gathungu’s findings asserting that they were a distortion of facts and that no money had been lost.
“I want to assure Kenyans that from 2023 onwards, no money has been lost,” PS Kiptoo stated.
PS Kiptoo added that the government had put in place stringent measures to prevent siphoning of public funds from the system.
